Course Description

The course introduces students to the recent literature on contract theories (Incentives, incomplete contracts and transaction cost theories) applied to public private partnerships. A specific focus will be made on empirical analysis of PPPs: identifying pro and cons and looking at what we know from empirical studies on the topic. In addition, the way new recent legislations might impact on public procurement (i.e. 2014 European Directives) will be addressed. Practitionners involved in the negotiation and monitoring of PPPs will be invited during some of the classes to challenge students on case studies.

Pedagogical format

Classes will be organized around case studies and academic papers. A special attention will be given to the connection between theory and observed practices in public private partnerships. Guest teachers, mainly practitioners, will give at least 3 of the 12 classes.

Course validation

10% - Participation 40% - Case/Paper presentation during classes 50% - Final written exam

Workload

For each class, there will be a (short) reading list (1 or 2 papers) that must be read before the class. For each class, a paper or a case study will be presented by one student (15 minutes) to introduce the topic that will be addressed during the class.
