Course Description

The objective of the course is to introduce students to the main challenges raised by cybersecurity for States and international organisations as well as companies and individuals. After a short presentation on how main IT systems are built and operated, with a focus on the Internet, the course will study the various dimensions of cyber threats and offer an inside look of the operational handling of a cyberattack by incident response teams. Reflecting on the cybersecurity needs of States and other relevant stakeholders, the course will then present the different available capabilities allowing them to achieve a level of cybersecurity adapted to the threat picture. The course will then present and compare how States make use of these capacities, in terms of organisation and strategic orientations, according to different public policy approaches to cybersecurity, before broadening the scope to international organisations, including NATO and the EU. Beyond national and international organisation's own perspectives to cybersecurity, the course will finally reflect on the security of cyberspace can be regulated at international level, from the application of international law to cooperation.

Pedagogical format

Each course will be structured around a lecture by one or both teachers followed by an open discussion with the students. Readings will be suggested from one lesson to another. Two sessions will be reserved for external speakers to broaden the perspective: one official from a third country and one official from an international organisation. The final two sessions will be joined up on a Saturday afternoon to allow students to make use of the knowledge and analytical tools acquired during the course in the simulation of a diplomatic negotiation focusing on an international crisis with a cybersecurity dimension. In order to facilitate the organisation of the simulation, the course will be limited to 50 students.

Course validation

Mid-term take-home examination (40%). Final take-home examination (60%). Based on the achievement of the objectives given to them during the simulation, each group of students may have their individual grade increased up to 10%.
