Course Description

Our course will focus on “policy implementation” in a broad range of policy fields on which we focus at the OECD. In particular, we will focus on the implementation challenges that may impede effective public policies, and focus on the question “how should policies be implemented” rather than solely “what needs to be done”. You will see below the details of the different policy areas we plan to cover: they range from policies to address climate change or risks, to education, public governance, territorial development, land use, to territorial reforms, decentralisation, overall evaluation of public policies and multi-level coordination challenges to implement policies. The issue of appropriate coordination (across sectors, policy fields, levels of government, public and private actors), political economy of reforms, stakeholders' engagement, transparency and accountability will be addressed in a cross-cutting manner in all courses.

Pedagogical format

- 30mn devoted to a couple of students case presentation (15 min) and discussion (15 min) at the beginning of the session ; - Objectives and nature of policies: they are broadly known and should be briefly recalled ; - Implementation challenges : provide examples in the policy field ; - What governance mechanisms/tools for addressing this challenge: principles and examples

Course validation

The students will be graded in 2 areas: · the preparation/ presentation and discussion of a case (by group of 2 students) in relation with the topic of the session. · The second grade will proceed from a multiple choice test at the end of the course, covering all sessions.
