Course Description

The course introduces students to the recent literature on contract theories (incentives, incomplete contracts and transaction cost theories) applied to public procurement tools (including public private partnerships). A specific focus will be made on empirical analysis of public procurement: practical issues, empirical methodologies as well as what can be learnt from a managerial point of view. Several key issues of public procurement will be addressed such as the award of public contracts, infrastructures needs, contractual choices, contract execution and renegotiations. In addition, the way new recent legislations might impact on public procurement (i.e. 2014 European Directives) will be addressed.

Pedagogical format

Class will be organized around case studies and academic papers. A special attention will be given to the connection between theory and observed practices in public procurement. Guest teachers, mainly practitioners, will give at least 3 of the 12 classes.

Course validation

50% - Case/Paper presentation during classes 50% - Final written exam

Workload

For each class, there will be a (short) reading list (1 or 2 papers) that must be read before the class. For each class, a paper or a case study will be presented by one student (15 minutes).
