Course Description

For the last two decades, European countries have implemented increasingly restrictive migration policies to control the entry and stay of immigrants on their territory and to encourage or force migrants to return. Migration has become an increasingly politicized topic in traditional European destinations of African migrants, and in the 2000s, the “fight against irregular migration” became an explicit objective and a priority on the European agenda. More recently, the EU has chosen to attempt to stop migration flows by externalizing its southern borders and devolving the mandate to block sub-saharan migrants to African states (and militias, in the case of Libya), following the model of the so-called Turkey deal for Syrian refugees.

The course aims at understanding the African migration phenomenon (including migration routes, root causes and drivers of migration), but also the EU institutional frameworks and policies, and the underlying assumptions behind them, including the links between development and migration, the capacity of African countries to control the migration flows, and the interconnections of the smuggling networks with the state and security sector in particular in transit countries. We will look at the impact that migration has on the EU-Africa relation, in the context of the upcoming EU-Africa summit, as well as at a number of case studies on countries of origin and transit, including in the Horn of Africa, the Sahel and Libya.

Course validation

Students will be expected to participate in class (10% of the final grade) and participate in group simulation exercises, (40% of the final grade) and to produce a short policy note as a final term assignment (50% of the final grade).
