Course Description

This course is open to students interested in both EU affairs and IR. It aims at understanding what role the EU can play in a world confronted to new and dauting challenges. In a global context in which Power poltics between nations states is on the rise and multilateral rules jeopardized by populist governments ( Trump) , the real challlenge for Europe is precisely to assess its capacity to survive and defend its common interets on the basis of multilateral rules and cooperation rather than on the use of force. Is there a space for an actor who is not a State and whose main force lies in its capacity to promote norms and values rather than using force ? Is Europe capable of overcoming its internal problems in order to cope with global challenges ? Can Europe move from an inward looking strategy in which it is entangled for 10 years toward an outward looking to confront global challenges ? Is the lack of US leadership an opportunity for Europe ?

Course validation

A mid term exam (40% of the final mark) followed by a final exam ( 60 % of the final mark) . In the mid term exam students will have to answer two questions. In the final exam they will have to answer two questions out of three. Students will have to rely on notes taken during the class and on their readings.
