Pre-requisite

A working Knowledge of Public Procurement governance and practices, objectives and economic impact. I would recommend reading the PPP Reference Guide version 3.0 (2017) published by the World bank ( see below required readings)

Course Description

Provide students with a general overview of PPPs , their basic features and characteristics, as an option for governments to procure and manage infrastructure, in different legal and economic environments, by accessing private sector capital and expertise. The course will address the use of PPPs in various economic sectors such as transportation, education, energy and telecom , in Europe and France as well as in developing countries. The course will include case studies.

Pedagogical format

Each course will be based on the presentation of the main concepts and examples and cases studies. Each course will include a presentation by two or more students 3 guest teachers will provide their professional experience on specific classes.

Course validation

10% Active participation in class discussions 40% Collective work : 1 Presentation of exposes/ case studies 50% Individual work : 1 written report to be returned at the end of the course
