Course Description

Based on the European Commission's practice, this course offers a synthetic and concrete overview of the European Union competition policy, as well as highlights the political, legal, economic and social issues it raises. This class will be useful to all students of the School of Public Affairs, whether they wish to pursue a career in the European or national public administration, a law firm, a company or a lobbying firm, as this area of action of the EU has become essential. The course will present the rules governing companies' behaviours (agreements, cartels, abuses of dominant position, merger control) as well as interventions of public authorities in the economy (State aid control and liberalization policies).

  • GENCARELLI, Bruno (Head of unit European Commission)
  • PAROCHE, Eric G. (Antitrust Partner at Hogan Lovells)

Pedagogical format

The course will favour a concrete and interactive approach to the subject, relying upon the European Commission's decisional practice and the Court of justice's case law. Senior officials of the European Commission, lawyers, economists, and corporate executives will intervene in order to share their experience.

Course validation

At the end of the semester, an oral examination will allow to assess each student's understanding of the subject. The final grade will also take into account the oral participation in the lecture.

Before each class, students will receive by e-mail a short worksheet presenting abstracts of applicable texts and landmark cases of European courts. A close reading of this document will enable students to better understand the topics covered and to actively participate in class.
